Solution

Buy a locator from the shop all the way east from Tleilax AP. Exit Tleilax city from the south eastern exit. Using your locator get to coordinates 18, 11 and go 1 east 1 south. You should be at the Genetics Facility. Kill the receptionist when you enter and take the pass. All east and 2 north there is a smoking computer. Type 'unblock vent'. You now have a the clipboard. Go 2 south, all west, 3 north and give the clipboard to the overseer. Quest complete.
