This quest is a royal pain just to get started:

You'll need to buy climbing gear and two batteries on Ix.
Travel to Ventura and find a structure whose walls have “a rough look to them.”
Climb the building all the way.
Make your way down into the basement to the computer. Now you'll need those batteries.

Random other tips:

The object you're seeking is a dissembler.
The Conduits MUST be activated in the right order. (Shoutout to Ravien who looked through the code to spot this crucial but nonobvious fact)
A fuse can be found in another climbable building in Ventura.
Each conduit room, except the second, contains its entire address somewhere.
