Solution

From Ix AP, get map, go 1n, type 'stand in square', out.

Mobs here are from lvl 2-17. Mobs will occassionally go aggro unexpectedly.

In any room with Subsurface Dweller mobs, stop and listen to what they say. They will give you hints for this unofficial quest:

"Help the Dweller King in the caverns. He knows Hand to Hand combat."

On your Ixian Caverns map, room D marks where the Dweller King resides.

Make your way to room D and type 'help king'

The Dweller King will say, "Help me with a laser cutter. Otherwise go away."

Leave the Caverns and travel to Arrakis AP, then go s, 5e, pad, shop.

'Buy cutter' for 5000 solaris.

Return to the Dweller King on Ix and type 'help king' again WITHOUT GIVING HIM THE LASER CUTTER.

The King will take the cutter off you and reward you with 15k exp points and 50 points in Hand to Hand combat.

Notes:

At a certain point, once your proficiency in Hand to Hand is high enough, the King will no longer train you and will only gift you 15k exp each time.

This quest is repeatable so long as the King is no longer holding a laser cutter. To remove it off him, you can steal it back or kill him to retrieve it.
